This stems from the fact that these entities existing at the end of chain where gas is ultimately consumed. Gas supply is an absolute requirement either to supply commercial and residential requirements, or as feedstock or process heat for industrial and manufacturing purposes. While these entities are largely left to react to changing market conditions, they are creative negotiators well-versed in structuring commercial arrangements that ensure reliability and predictability.
