Click here for details.As dependence on natural gas in the Southeast increases, regulators are faced with many difficult issues. The growth of gas production coupled with tougher federal regulations on coal pushes the market toward an increased use of natural gas. Although an increased use of natural gas is beneficial on many levels, a growing dependence on a single fuel source creates unique questions from a regulatory perspective. This presentation will focus on the unique concerns presented to regulators such as dealing with price fluctuations, ensuring long-term reliability and diversity, and regulating under state law with overhanging federal regulations.

"Hedging for Budgetary Success" will demonstrate to attendees how to communicate to supervisors (PUCs, Board of Directors and rate payers) why hedging is prudent and/or necessary. Attendees will be introduced to a statistical approach developed by the instructor that quantifies the cost/benefit of hedging. They will be exposed to analytical tools that quantify risk in budgetary terms. These tools are used by more than 35 firms, managing more than $65 billion in cash flows, to communicate and document their rationale for hedging.
